Funding Opportunity to Support Affordable Workforce Housing DevelopmentGrant Program Background and Application Purpose
The Wyoming State Legislature appropriated $5 million for the Unmet Housing Grant program to provide grants to Wyoming cities, towns, counties, and tribal governments. The funds finance projects supporting housing development for unmet needs, including land acquisition and infrastructure. Grant applications are administered by the Wyoming Office of State Lands and Investments and awarded by the State Loan and Investment Board. The Town of Jackson seeks $1,200,000 to reimburse land acquisition costs for the S4 Flats housing development at 910 Smith Lane and 915 Simon Lane, which will deliver 13 affordable workforce condominium homes using modular construction at a total projected cost of approximately $9,971,855.
S4 Flats Project Details
The development site comprises two adjacent lots—one purchased by the Town for $1,200,000 in 2022 and the other already under Town ownership. The current Ground Lease requires 12 affordable workforce condos, but staff have prepared an amendment for 13 units, to be presented to Council on February 2, 2026. If not approved, the grant request will be withdrawn. Assuming approval, the Town has invested $1,200,000 for one lot, $1,400,000 land value for the other, and $300,632 toward planning and design—approximately 30% of total cost ($223,126/unit). The grant would reduce this to approximately 17% ($130,818/unit). The Town secures eight employee rights of first purchase, with the remaining five serving workforce-eligible households (minimum 75% income from qualified local businesses). Dual Application Considerations
At the January 5, 2026 meeting, Council directed staff to prepare applications for S4 Flats and 90 Virginian Lane. However, with several other counties and municipalities applying, staff believe multiple submissions from Jackson may reduce competitiveness. If Council elects to pursue both, an optional motion directs a special meeting before the January 30, 2026, 5:00 P.M. deadline.
