
The Jackson Town Council will discuss Emergency Ordinance 1442 this evening, aimed at temporarily regulating lawn watering to ensure sufficient water for household use and fire suppression. The ordinance, proposed in response to strained water system capacity, would apply to all properties within Jackson and those outside the town limits connected to the public water supply. The meeting, open for public comment, seeks to address urgent water supply challenges during peak summer demand.Following a surge in water use after a well repair over the Fourth of July, the town’s system has faced nightly strain from 12:00 a.m. to 4:00 a.m. due to irrigation. Despite adequate overall capacity, peak demand threatens essential services. The ordinance proposes:
- Odd/Even Schedule: Properties with odd-numbered addresses water on odd dates (e.g., July 23, 25); even-numbered addresses on even dates (e.g., July 22, 24).
- Frequency and Duration: Limit watering to once every 24 hours, not exceeding current usage, with each sprinkler zone capped at 12 minutes.
- Timing: Irrigate outside 12:00 a.m.–4:00 a.m. to reduce system strain.
- New Lawns: Watering allowed anytime on installation day, then daily for 29 days before 10:00 a.m. or after 6:00 p.m., reverting to restrictions after day 30.
- Exemptions: Drip systems, hand-watering, flower beds, pots, and vegetable gardens are not restricted.
The ordinance, effective July 21st through October 31st unless repealed earlier, includes fines up to $750 per day per violation. Teton County’s water demand has risen 20% over five years, compounded by moderate to severe drought and a well in West Jackson operating below capacity. New wells under construction won’t be online until 2026.Staff recommends approving the ordinance, requiring a three-quarters majority vote to suspend the standard three-reading process and take effect immediately upon the mayor’s proclamation.
