Teton County District Health Officer Issues Stay-at-Home Recommendations for All People in Teton County, WY
Today the Teton County District Health Officer, Dr. Travis Riddell issued two further health recommendations #5 and #6 for Teton County, Wyoming that mirrors the Town of Jackson’s Emergency Ordinance 1249. Dr. Riddell stated, “Limiting your movement to essential activities will help our community slow the spread of this virus. These are the measures we can take to ensure our healthcare system does not become overwhelmed as more people in Teton County, WY test positive for COVID-19.” Dr. Riddell went on to advise that, “the actions we do today will show their impact two weeks from now. If everyone in Teton County, Wyoming follows these recommendations we should see the results in mid-April.”
What Teton County, WY Residents are Recommended to Do: Teton County District Health Officer’s Recommendations #5 and #6 urge all residents of Teton County to stay at home and leave their residences only for Essential activities including:
- Health and Safety: To engage in activities or perform tasks essential to health and safety, the health and safety of one’s family or household members, including pets.
- Supplies and Services: To obtain necessary services or supplies for themselves and their family or household members, or to deliver those services or supplies to others.
- Outdoor Activity: To engage in outdoor activity including walking, hiking, running (and others) if and only if Physical Distance Requirements (described below) are maintained at all times.
- Certain Types of Work: To perform work at an Essential Business (defined below) or to perform Minimum Basic Operations at a business not defined as an Essential Business.
- Care for Others: To care for a family member or pet in another household.
Individuals who are experiencing homelessness are strongly encouraged to obtain shelter that meets the Physical Distancing Requirements defined below. Individuals whose residences are unsafe or become unsafe, such as victims of domestic violence, are encouraged to leave their homes and stay at a safe alternate location.
Recommended Business Closures: It is recommended that businesses not listed as an essential business, in the definitions below, close to limit person-to-person interactions that are inconsistent with Physical Distancing Requirements (defined below). Businesses and organizations that are not defined as essential in this recommendation can continue to operate remotely and/or maintain Minimum Basic Operations (defined below).
Recommended Self-Isolation After Travel: Teton County, WY residents who leave the geographic area of the State of Wyoming, Bonneville County, Idaho, and Teton County, Idaho and any visitors (not including workers) that travel into Teton County, Wyoming, including the Town of Jackson, from that another geographic area outside of Teton County, WY should limit movement and gathering with other individuals who are not their immediate family upon their return to Teton County, Wyoming. Persons should only leave their residences only to perform any of the following determined to be Essential Activities as defined below for a period of self-quarantine lasting at least fourteen (14) days or self-isolation until any fever or respiratory illness has resolved and they have returned to normal health for at least three (3)days, whichever is longer.
Definitions for Recommendations #5 and #6
Physical Distancing Requirements: Individuals must stay at least six (6) feet away from other individuals. Individuals must wash their hands with soap and water for at least twenty seconds as frequently as possible and/or use hand sanitizer. Individuals must cover their coughs and sneezes (into sleeve or elbow, not into their hands). Frequently touched surfaces need to be cleaned regularly (doorknobs/handles, sinks, phones, credit card machines, counters, etc.). Individuals need to refrain from shaking hands.
Primary Resident: An individual who
- Rents lodging for period of thirty (30) days or more
- Are in the United States on a J1Visa or similar immigration status (not matter the length of stay)
- Whose primary address is within Teton County, WY (no matter the length of stay)
- Are employed at a business in Teton County, WY (no matter the length of stay)
Essential Visitor: Any individual renting lodging or camping for less than thirty days for the purpose of working within Teton County, WY.
Minimum Basic Operations: If employees comply with the Physical Distance Requirements below, businesses and organizations can engage in the minimum necessary activities to maintain the value of the business’s inventory, ensure security, process payroll and employee benefits, or related functions. The minimum necessary activities to facilitate employees of the business being able to facilitate employees of the business being able to continue to work remotely from their residences.
ESSENTIAL BUSINESS: All essential businesses should comply with Physical Distancing Requirements.
- Healthcare Operations:Including hospitals, clinics, dentists (for emergency care only), pharmacies, pharmaceutical and biotechnology companies, other healthcare facilities, health-related laboratory services, healthcare suppliers, home healthcare service providers, physical therapy, mental health providers, or any related and/or ancillary healthcare services. This also includes veterinary care and healthcare services provided to animals.
- Essential Governmental Functions:All services needed to ensure the continued operation of government agencies.
- Essential Infrastructure:Includes, but is not limited to, public works, construction, construction of housing or buildings, airport operations, water, sewer, gas, electrical, roads/highways, path-ways, public transportation, solid waste collection and removal, internet, and telecommunications systems (including the provision of essential global, national and local infrastructure for computing services, business infrastructure, communications, and web-based services).
- Stores That Sell Groceries & Medicine:Grocery stores, farmer’s markets, food banks, convenience stores, and other establishments engaged in the retail sale of canned food, dry goods, fresh fruits and vegetables, pet supplies, fresh meats, fish, poultry, and any other household consumer products (such as cleaning and personal care products) and specifically includes their supply chain and administrative support operations. This includes stores that sell groceries, medicine, including medication not requiring a medical prescription, and sell other non-grocery products, wholesale items and products necessary to maintain the safety, sanitation, and essential operation of residences.
- Food Cultivation:Food cultivation, including greenhouses, farming and livestock operations, and fishing.
- Charitable, Religious & Social Services:Businesses and organizations that provide food, shelter, social services, religious and pastoral services, and other necessities of life for spirituality, economically disadvantaged or otherwise needy individuals, and individuals who need assistance as a result of this emergency, and people with disabilities.
- Media:Newspapers, television, radio, and other media services.
- Transportation-related business:Gas stations and auto-supply/repair related facilities.
- Financial & Insurance Institutions:Banks, credit unions, appraisers, title companies, insurance companies, and related financial and insurance institutions.
- Hardware stores
- Sport Stores:Sporting goods stores
- Critical Trades:Plumbers, electricians, exterminators, internet or broadband providers, cleaning and janitorial staff for commercial and governmental properties, security staff, operating engineers, HV/AC, painting, cleaning services and others who provide services that are necessary to maintaining the safety, sanitation, and essential operation of residences, Essential Activities, and Essential Businesses.
- Mail, Post, Shipping, Logistics, Delivery, & Pick-Up Services:Post offices and other businesses that provide shipping and delivery services, and businesses that ship or deliver groceries, food, alcoholic and non-alcoholic beverages, and goods through commercial or government channels.
- Educational Institutions: Public and private K-12 schools, colleges, and universities for purposes of facilitating distance learning or performing essential functions.
- Laundry Services:Laundromats, dry cleaners, and laundry service providers.
- Restaurants for Consumption Off-Premises:Restaurants and other facilities that prepare/serve food, but only for delivery/curbside carry out, as set forth in Teton District Public Health Order #20-2.
- Transportation:Airlines, airports, taxis, transportation network providers, commercial and public transportation and logistics providers, and other private transportation providers providing transportation services necessary for Essential Activities and other purposes expressly set forth herein.
- Home-Based Care:Businesses and organizations that provide home-based care for seniors, adults, and children, including people with developmental disabilities, intellectual disabilities, substance abuse disorders or mental illness, including nannies who may travel to the individual’s home to provide care.
- Residential Facilities and Shelters: Residential facilities and shelters for seniors, adults, and children, including people with developmental disabilities, intellectual disabilities, substance abuse disorders or mental illness, including nannies who may travel to the individual’s home to provide care.
- Professional Services:Professional services such as legal and accounting services, when necessary to assist in compliance with legally mandated activities.
- Funeral Services:Funeral homes, mortuaries, crematoriums, cemeteries, graveyards and other related services.
- Liquor:Liquor stores and businesses with a retail liquor license.
- Overnight Lodging:Overnight lodging and short-term lodging facilities (including but not limited to hotels, motels, condos, townhomes, single-family residences, guest homes, RV parks, and all camping on public or private lands) within Teton County, Wyoming that check-in, rent, or lease to Essential Visitors and Primary Residents (as those terms are defined in the ordinance).
