Partly in response to nearly a hundred letters objecting to a proposed sand and gravel mine off South Park Loop Road, The Wyoming Department of Environmental Quality has denied a permit to RST Sand and Gravel for that operation. In a letter yesterday to Roger Scherr-Thoss, the director of the Department, Todd Parfitt explained that many of the objections were made on the grounds that the proposed opartation is contrary to Teton County’s Land Use and Development Regulations. Parfitt says department officials found the objections to be persuasive and decided to deny the permit. However, he added that RST could submit a revised application that would be in conformance to the restrictions of the land use laws. He also invited RST to seek a review of the state DEQ’s decision by the Wyoming Environmental Quality Council. The permit has been the subject of litigation and state consideration for much of this year.
