The Teton County Board of Commissioners voted to approve a proposal to retrofit the vacant former Legacy Lodge assisted living center in Rafter J into an apartment building for workforce housing.
The proposed Conditional Use Permit was originally considered back in May of this year where commissioners first voted to deny the application but then voted to reconsider it.
They moved it to the County Commission meeting of October 4th where the Board directed staff to revise the recommended conditions of approval for review.Legacy Lodge was an assisted living center since 2004 until it closed in early Spring of 2021.
The facility contains 57 residential units, which vary from studios to 2-bedrooms. The existing parking lot provides 37 parking space.
Planning department staff had recommended approval of the CUP with numerous conditions including deed restrictions, transportation management, and parking
Much public comment on the proposal was negative citing deficient parking, increased traffic, and zoning concerns.
The permit was approved by a vote of 4-1 with Mark Newcomb opposed.
